After reading the question on the blog I wonder Is not the act of cutting one's hair the same as cutting weeds? Isin't the act of pruning to keep the garden healthy?

It is not the same, cutting the grass or one´s hair. To cut one´s hair is to cut the attachment of the ego´s joy (as an ordained person does). When you have shaved your head and your hand touches your bold head, you can repent on the meaning of attachment. And it is a vow to follow one´s training to its completion. It has a deep meaning for an ordained person. Nowadays it has become fashion to shave one´s head, yet before it was the step of cutting the natural hair as a commitment to one´s path. It is the expression of deep belief in the truth.
